Montesano Bros. Applauds Empire City Casino Expansion Plan: A Major Win for Yonkers Infrastructure and Local Growth

On June 26, MGM Yonkers Inc., a subsidiary of MGM Resorts International, submitted a proposal to the New York State Gaming Commission to transform the historic Empire City Casino into a full-scale, world-class entertainment and gaming destination. With a projected $2.3 billion investment, this redevelopment would be one of the largest in Westchester County’s history. It brings massive potential for local infrastructure upgrades, job creation, and economic growth.

What’s Being Built

If awarded one of the three Downstate casino licenses, MGM plans to:

  • Fully renovate and expand the gaming floor

  • Build a 5,000-seat entertainment venue with meeting space

  • Construct a state-of-the-art BetMGM Sportsbook and high-limit lounge

  • Add three full-service restaurants and upgrade existing dining

  • Develop a multi-level parking structure with solar arrays and EV charging stations

But this project is about more than amenities. The vision is long-term, centered on sustainability, regional growth, and real community impact.

A Community-First Approach

According to MGM’s proposal, 20% of the casino’s future tax revenue will go right back into the community:

  • 10% to the City of Yonkers

  • 5% to Westchester County

  • 5% shared between Rockland and Putnam Counties

That kind of local reinvestment means more funding for schools, infrastructure, and public services that matter to everyday residents.

The Road Ahead

The Yonkers City Council has already unanimously approved the necessary zoning changes. If Empire City is awarded the license by the end of the year, construction could be completed by mid-2029.
